So what you're saying is he signed a death warrant for thousands of innocent people AND absolved the incompetent from being prosecuted or for medical negligence.... wow. They knew better and did it anyway.

Does the part allowing "a hospice residence to designate any number of beds within such facility as dually certified inpatient beds" mean that hospices were used as hospitals? Or were they only authorized to be used as hospitals, without being used as such?

"Notwithstanding any law or regulation to the contrary, health care providers are relieved of recordkeeping requirements to the extent necessary for health care providers to perform tasks as may be necessary to respond to the COVID-19 outbreak, including, but not limited to, requirements to maintain medical records that accurately reflect the evaluation and treatment of patients, or requirements to assign diagnostic codes or to create or maintain other records for billing purposes. Any person acting reasonably and in good faith under this provision shall be afforded absolute immunity from liability for any failure to comply with any recordkeeping requirement. In order to protect from liability any person acting reasonably and in good faith under this provision, requirements to maintain medical records under Subdivision 32 of Section 6530 of the Education Law, Paragraph (3) of Subdivision (a) of Section 29.2 of Title 8 of the NYCRR, and Sections 58-1.11, 405.10, and 415.22 of Title 10 of the NYCRR, or any other such laws or regulations are suspended or modified to the extent necessary for health care providers to perform tasks as may be necessary to respond to the COVID-19 outbreak;"

Have you looked into similar orders from: Illinois, Massachusetts, Colorado, Michigan, New Jersey, Louisiana, DC, Connecticutt, Maryland, Pennsylvania and Washington?

Comparisons from those states who had similar protocols and outcomes would be interesting.

“The Commissioner of Health is authorized to suspend or revoke the operating certificate of any general hospital should they be unable to meet the requirements…”. It appears they were declaring authority to demand compliance to protocols or else, and the protocols were killers. Big hospital corporations fell in line all over the country, but this is particularly egregious.

The item banning non essential gatherings is pure tyranny and it’s the one we as a people are outraged the least over. No courts would defend our rights under the constitution from this violation. I am no longer consenting to the tyrant’s at the Statehouse or DC. We need to overthrow the system in place. It’s corrupt and can not be fixed by elections

I can't believe that people make a public service "career" out of crafting ridiculous documents like this, and I really can't believe many citizens not only put up with it but support it. This one order might have more words that the US Constitution. The sad part is that the Constitution is the People limiting the power of politicians, and documents like this is politicians limiting the power of the People.
